Monitoring Survey regarding the Fundamental Valuesof Higher Education in the EHEA - Open platform for data collection from members of the academic community

Dear Participant,

We extend our warm thanks for your participation in this survey about the fundamental values of higher education in the European Higher Education Area (EHEA). Your contributions to monitoring these values and the implementation of the commitments about them assumed by the EHEA members are invaluable.

Context

This survey is a central part of a monitoring exercise mandated by the ministers responsible for higher education in all EHEA countries. In line with the Rome (2020) and Tirana (2024) EHEA ministerial Communiqués, ministers requested the development of a monitoring framework as a means to enhance the protection and promotion of the fundamental values, including through effective peer learning throughout the EHEA systems.

Data collection is supported by the “New building blocks of the Bologna Process: implementing a common understanding of fundamental values – NewFAV 2” project, funded by Erasmus+ and coordinated by UEFISCDI Romania together with the Malta Further and Higher Education Authority (MFHEA) and the European Students’ Union (ESU), with EUA as associated partner.

This monitoring initiative is supported by key stakeholder organisations, including the European Students’ Union (ESU), the European University Association (EUA), and European Trade Union Committee for Education (EI-ETUCE).

The EHEA members have officially agreed on a common list of six fundamental values.

- academic freedom

- academic integrity

- institutional autonomy

- student and staff participation in governance

- public responsibility for higher education

- public responsibility of higher education.

Between 2020 and 2024, the EHEA members also adopted official statements with shared definitions for each of these values. For more detailed information see: The 6 fundamental values.

Overall instructions 

Thank you for agreeing to fill out the questionnaire on the state of fundamental values in the EHEA. This questionnaire focuses on the de facto situation with regard to the fundamental value of higher education in the EHEA (i.e. positive developments, threats, fullfillment of duties and infringements of freedoms and rights outlined in the EHEA statements about the fundamental values).

You will be asked to provide concrete practical examples that illustrate, as applicable in your higher education system: positive developments with regard to the fundamental values; threats to these values; instances of fulfillment of duties and infringements of freedoms and rights outlined in the EHEA statements about the fundamental values. Where possible, please support your examples with sources of evidence (such as reports in mass media,  publicly available legal or policy reports, etc.). If an example is primarily informed by your personal experience or direct observation, please state this clearly.
